Congressman Barney Frank explains his move to decriminalize weed
By Michael AivazCongressman Barney Frank (D-MA) discusses legislation he is preparing to introduce that would remove federal penalties for possession and personal use of small amounts of cannabis.
He calls it the “Make Room for the Serious Criminals Bill.”
