A mysterious, reportedly unregistered and almost entirely unknown private security firm by the name "American Police Force" is causing a stir in a small Montana town for apparently impersonating local police.
According to a local media report, APF representatives were recently seen in the tiny town of Hardin, Montana, driving black SUV's with a peculiar logo and, inexplicably, "City of Hardin Police Department" stamped on the door.
However, Hardin does not have a police force.
The town instead contracts with the Big Horn County Sheriff's Department for patrols, according to KULR 8 in Billings, Montana.
According to the news agency, APF was never given permission to assume policing duties. Instead, the firm -- which the Associated Press reported to be unregistered in government databases -- gained its contract with the town on the promise of bringing inmates to an unpopulated prison complex.
An image on KULR's Web site shows the insignia on the APF vehicles, which has caused some concern on the Internet as being of conspiratorial origin.
APF's coat of arms, a clearer version of which appeared on the group's Web site (which had been taken down at time of this writing but is viewable here), shows a double-headed eagle with a red shield and white cross borne on its breast.
The coat appears very similar to the insignia attributed to one Prince Aleksandar Karageorgevich, based on RAW STORY's analysis of images hosted by Burke's Peerage & Gentry International Register of Arms. The site notes the coat as hailing from the Royal crown of Serbia.
However, the significance or implied nationality of the insignia's crown could not immediately be identified.
The double-headed eagle itself has been used repeatedly throughout history by many cultures as a symbol of empire, dominance and power.
Hardin, home to about 3,400 people, is in the state’s poorest county. Its unoccupied, 460-bed prison cost $27 million to construct. The town made national headlines earlier this year when local officials pleaded to have Guantanamo Bay inmates sent to the jail.
Montana Democratic Senator Max Baucus and other Republican lawmakers have stood in the way of moving Guantanamo inmates stateside, claiming they would present an increased security risk. The political calculation has led the White House to caution that its promise to close the controversial facility in January may not materialize on schedule.

There is no good reason to think the Hardin "cost $27 to construct." It cost the town $27 million.

The double headed eagle goes back to the split of the Roman empire into a dual empire, headquartered in Rome and Byzantium. The last Roman emperor, Constantine, moved his capital east to Byzantium and changed the name to Constantinople. The double eagle was the symbol of his empire, all that remained of the Roman empire. It became the symbol of the Eastern Orthodox Christians and was resident in all their symbology. That means the entire balkan area, as well as Czarist Russia. These people are Orthodox Christians, so a Serbian connection is a good guess!
As far as the double-headed eagle goes, it would probably be easier to just list who hasn't used this symbol. The use of this particular symbol goes all the way back to the Hittites--it may have even originated with them. (Turkey was once part of the Hittite empire.)

My guess, this is some racist, "white power" operation.
The coat is that of Serbian Military. Yes, the two headed eagle is a symbol of many a eastern European country, but the shield that it holds has a cross and four "C" letters. The "C"s are in Cyrillic alphabet (or "S" in latin alphabet) and stand for "Samo Sloga Srbina Spasava," Meaning, "Only unity will save the Serbs."
This coat of arms was also extensively used by the notorious Serbian paramilitary troops in Bosnia, which were responsible for genocide and countless other war crimes.
After the war, many Serbian soldiers ( read "butchers") found themselves without work and have joined various "security firms" around the world.

first, the people of Hardin might want to arrest all of the pretenders and call them for what they are, perpetrators of a crime.
It is your right to arrest anyone violating your federal and state laws about pretending to be what they are not. Since they have police department on their vehicles and there is no police department, I would suggest the crime has already been committed, and there is just cause for physical arrest.
Just make sure there are a few of you watching so that you can take appropriate steps in dealing with someone that is known to be an armed criminal.
This feels like some weird, ham-fisted attempt at a 'false flag' operation, but more likely against the Federal Government than by it. If it is, it's a pretty poorly executed one, that will only get the already crazy, black helicopter types riled up but (hopefully) that's it. With the power of arrest in the city, outside the gates of the prison, comes the requirement that your identity is available to the people in the city; with a few temporary undercover operations excepted. The local and state Bureau of Prisons should have complete background information about everyone who works inside the prison.
If a foreign-based company or entity is bringing prisoners to fill the prison and is providing a tiny police force for the town outside the walls, and all those other things "guaranteed" for free for Hardin, including $5 per prisoner, in exchange for somebody paying "American Police Force" more than all of that costs to fill and maintain a prison full of 2,000 prisoners, then that should be known by Hardin, at least, Montana and the U.S. at best.
It's operations and growth and personnel should be videotaped well, even a documentary! How about a danger-tinged reality show about the growth of a real, privately-owned "city police force" in a place with an empty Gitmo which they can't fill.
It could win awards if it turns into an investigative documentary exposing such a big fish as either an outright con, an enormously naive deal with some unsavory characters, or aliens taking over Hardin, Montana.
Three of the guys who the cops are saying pulled the "Hollywood style" robbery by helicopter while being filmed (great video) have been caught. Wikipedia says this coat of arms was ruled unconstitutional by the Constitutional Court of Bosnia and Herzegovina in 2007. They replaced it with something completely different. Serbia is militarily neutral now. That means this coat of arms does not currently signify the armed forces of Serbia. Whoever is still using it does so for their own purposes ( maybe a rogue branch of it's military, or even a single person?). Check out Lusich, post #45.

If they do the same kind of job as most civilian contractors do, we can look forward to interesting stories of doors being kicked in one day. Or of their men patrolling the streets just to help out. Or perhaps giving new meaning to citizens arrest. Look for the foothold. What could go wrong with armed civilians/para military men roaming this town?

Looks like the double headed eagle arms were used by lots of different groups and cultures, including the Holy Roman Empire and Charles the 1st of Spain. Only two of them, though, closely match the APF arms: third row down, third and fourth in the row. The arms on left are the greater arms of Serbia (remove the large crown with curtains and they are an exact match for the APF arms, except the APF arms have the cross removed from the top of the crown). These arms belong to the Serbian royal family and can only be used in certain circumstances. The fourth picture in the row at first looks like an exact match, until you study the details. All the details match those of the Arms of the Serbian royal family. Maybe APF intended these arms to resemble the lesser Serbian arms which can be used in more contexts than the greater ones. Because the APF (composite) coat of arms is so very specific, I hope people don't jump to conclusions about the connection of these arms with other groups before they've done some research.
I also hope people stay aware of the fact that the link between these arms and the people using them has not been established yet. We don't know whether this is a small group of entrepreneurs using, or misusing, Serbian Arms for whatever reason, or scammers, or something more sinister. I hope some of you out there will use your brains instead of your guns.
