In the argument to pay for more schools or more jails, the rubber hits the road in periods of budget cuts. Those who advocate for jails over schools must prefer prisoners released early and fewer cops during hard times.
Even assuming everyone means well and tries not to purposefully run roughshod over the mostly-unarmed civilian populous, will the Alabama National Guard be trained well enough to protect everyone's rights while performing police duties? If they mess up, what kind of recourse will civillians get? If fiscal crisis = security crisis, what is the threshold for calling in the Guard when other states have a lot of red ink? #7 -- National Guard troops are organic assets of each particular state to be used in times of emergency. Each state has a national guard who are available to be called up by its Governor. In times of national emergency they are available to be activated for federal service, as has been happening in the case of Iran and Afghanistan.
#26 -- Don't think Posse Comitatus applies in this case -- if I'm not mistaken that applies to federal troops. National Guard units are organic assets to each state's governor and can be activated by a governor exactly for reasons such as this, or to help in clean-up after floods, torndaoes, hurricanes, etc. In cases such as this, they are technically working for their state's governor.
They CAN be ordered to federal active duty in case of "national emergency". In a situation like that, then I think Posse would apply.
IOW, it depends on who is calling them up for active duty -- their state's governor, or the POTUS.

As far as capital and free markets, well, we haven't had free markets or honest money since woodrow "I have unwittingly ruined my country" wilson signed the fed into existence, starting us down this road to hell. As far as taxes are concerned, tax cuts aren't NEARLY enough. Abolish income taxes, and all the other unnecessary taxes. The government that needs that much money is only up to no good. Those damned things kill and maim MILLIONS of innocent children every year, and we have NO RIGHT to inflict that much pain and misery around the globe. My combat engineers would take your little farm down in seconds and then take whatever we wanted.
