It has been just as much of a failure as alcohol prohibition was in the 1920s. The real problem isn't drug use, it's the laws against drug use. For serious drug problems (addiction to heroin for example) perhaps some sort of rehabilitation program would be reasonable. But as far as marijuana goes, there's no reason for it's use to be any different than drinking alcohol - being that it's actually far less dangerous. It's well past time to end drug prohibition.
