White House emails retrieved from Bush administration records reveal that top Bush Justice Department officials circulated a memo falsely blaming Al Gore for U.S. failure to get Osama bin Laden. The apocryphal Osama-Al Gore-Oliver North story, already debunked on snopes.com, was forwarded internally to administration personnel by David M. Israelite, Deputy Chief of Staff and Counselor to Attorney Gen. John Ashcroft (pictured above right).

The existence of such politicized emails may help explain why millions of emails sent to and from the previous White House have gone missing despite rules for preserving presidential records. This particular email, spreading a bogus rumor, has not been reported before.

Justice counselor David Israelite forwarded the Snopes-worthy narrative to colleagues in Ashcroft's office Jan. 23, 2002. Headed "For you historians" and "Do you remember?" it purports to describe a 1987 video clip from Col. Oliver North's congressional testimony in the Iran-Contra hearings. According to this anonymous narrative -- which first surfaced in Nov. 2001 and has survived repeated debunking to recur periodically -- North warned senators about Osama bin Laden in his testimony but was ridiculed and shut down by then-Sen. Al Gore.

This emailed anecdote from Israelite is the sole internal reference to Osama bin Laden found in a FOIA search of Bush White House emails for 2002.

A top aide to Ashcroft, Israelite was among Ashcroft's first appointments at Justice in early February 2001. The political priorities are clear. Before working for Ashcroft, Israelite had been Director of Political and Governmental Affairs at the Republican National Committee, going to the RNC from the office of Sen. Christopher "Kit" Bond (R-MO). He got his law degree at the University of Missouri and was an attorney in Kansas City law firm Bryan Cave.

Israelite's email about Osama bin Laden, Al Gore and Oliver North was disclosed to Raw Story through prolonged correspondence under the Freedom of Information Act (FOIA), requesting emails between the Bush White House and Bush's attorney general, deputy attorney general, associate attorney general, Office of Public Affairs, Office of Legal Counsel and Office of the Inspector General, in the Justice Department.

9/11 investigation was coordinated directly by the White House

The FBI told Raw Story in 2001 that investigation of the attacks of Sept. 11, 2001, was being coordinated at the national level directly by the White House. Attorney Gen. Ashcroft headed a Justice department deploying every resource, according to public statements, to track down and punish those responsible for 9/11.

White House emails from the Bush years numbered in the millions. Congressional investigators found that thousands of emails went between the White House and top Justice officials, through both government email accounts and private accounts including the RNC. Lengthy FOIA searches have found emails from the previous administration pertaining to Osama bin Laden or to Afghanistan's Mullah Omar, however, only in Attorney General and Office of Public Affairs records. FOIA inquiries about Osama Bin Laden and Omar produced two emails, totaling four pages, between the White House and Justice relating to Omar, and 26 emails totaling 119 pages relating to bin Laden.

The players

Israelite sent the email to Adam Ciongoli and Barbara Comstock, copying to Sonya E. Medina. Ciongoli, Counselor to the Attorney General, was like Israelite one of Ashcroft's first picks and a senior counselor during the attacks of Sept. 11, 2001. In 2003, White House Chief of Staff Andy Card appointed Ciongoli as administration liaison to the 9/11 commission.

Ciongoli had worked for the Kenneth Starr D.C. law firm, Kirkland & Ellis, then became counsel to the Senate Constitution Subcommittee when it was chaired by Ashcroft. After leaving Justice, he was General Counsel for Time Warner Europe. He has twice clerked for Supreme Court Justice Samuel Alito. He is now General Counsel to the insurance brokerage firm Willis Group Holdings.

Barbara Comstock, Ashcroft's Director of Public Affairs when this email was sent, came to the Justice Department following a stint doing opposition research in the 2000 Bush campaign, where she kept the dirt file on Al Gore. An attorney who had also worked intensively in the Whitewater investigation against the Clintons, she went on to chair Scooter Libby's defense fund in 2007. She recently won a seat in Virginia's House of Delegates in an extremely tight race in Virginia's 34th House district.

Sonya E. Medina, a Texan who followed Bush to Washington, was an Assistant to the President and Deputy Director of Projects for the First Lady. The Washington Post noted Medina among White House insiders receiving last-minute appointments in the final days of the Bush administration when she was appointed to the President's Council on Service and Civic Participation.

Israelite's own career trajectory illustrates the workings of the Washington revolving door.

Among other duties, in 2004 Israelite chaired the Intellectual Property Task Force at Justice, tasked with examining "all aspects of how the Department of Justice handles intellectual property issues" and developing "recommendations for future efforts" according to the publicly released statement.

In February 2005, Israelite was named President and Chief Executive Officer of the National Music Publishers Association.

Copyright infringement has been a continuing concern of Israelite's. In 2004, Israelite issued an unusual statement for release on another hot-button Justice issue, child pornography, saying, "Today's announcement is first and foremost an important blow against child pornography. It also sheds light on the growing problem of illegal activity conducted using peer-to-peer computer networks, which extends beyond the distribution of child pornography to massive theft of intellectual property. The Department of Justice and the Intellectual Property Task Force are concerned about this illegal activity and how peer-to-peer systems facilitate it."

The thrust seems to be that copyright infringement can be used as a means by authorities to go after child pornographers, somewhat like nabbing Al Capone on income tax charges.

Meanwhile, however, the announcement on child pornography referred to is unquestionably being turned against peer-to-peer trafficking: "The Department of Justice, the Federal Bureau of Investigation, the Department of Homeland Security's U.S. Immigration and Customs Enforcement, and the Internet Crimes Against Children (ICAC) Task Forces today announced a national law enforcement initiative aimed at combating the growing volume of illegal child pornography distributed through peer-to-peer (P2P) file trafficking computer networks."

Sensitive issues, low profile

On several sensitive issues on their watch, Israelite and his colleagues in Ashcroft's office kept a low profile. Ashcroft recused himself from the Enron investigation in face of widespread public knowledge of direct and indirect Enron connections. A newspaper article in Justice files noted that "Deputy Chief of Staff David Israelite and new Communications Director Barbara Comstock came to Justice after working at the Republican National Committee, which received more than $700,000 from Enron and its executives in 1999 and 2000, records show."

A June 2003 IG report on treatment of detainees held on immigration charges after 9/11 includes only this input from Israelite:

"Witnesses told us that the Department of Justice had little input into where the detainees were held. For example, Chertoff, the Assistant Attorney General in charge of the Criminal Division, said he did not have any information about where or how the detainees would be held, with the exception of one conversation in which he was told that an alien had claimed he was hurt by a guard. He said that he was later told that the report was inaccurate, and that the alien had not made such an accusation. David Israelite, Deputy Chief of Staff to the Attorney General, said he could not recall any discussions of holding people "incommunicado" or any discussion of where detainees should be held. He also recalled one allegation of mistreatment being called to the attention of the Attorney General, who he said asked staff to look into the incident."

The 2007 Judiciary Committee report on the U.S. Attorney firings shows that Israelite, not directly implicated in the firing of nine US Attorneys, was part of the cycle.

"After receiving this news from Williams, Richmond forwarded Rosenberg's e-mail regarding the candidate to OAG Deputy Chief of Staff David Israelite with the comment, 'Here we go again. She's a D,'" the report said. "Richmond also sent an e-mail to Williams saying that she would talk to Rosenberg the next day."

While with regard to Bush's surveillance program, former Deputy Attorney General James B. Comey exonerated Israelite for the Inspectors General of Defense, Justice, CIA, NSA and the Director of National Intelligence. According to the September 2007 Inspector General's report on the surveillance program, "In written responses to Senator Charles Schumer following his testimony, Comey wrote that he believed that several senior DOJ officials, including Chuck Rosenberg, Daniel Levin, James Baker, David Ayres, and Deputy Chief of Staff to the Attorney General David Israelite, were also prepared to resign. Comey wrote that he believed that "a large portion" of his staff also would have resigned if he had."

The statement is a testimonial to the personnel mentioned and to their ability and willingness to take care of each other.

    Wow. Big find. How's the X-administration going to explain away this one? I mean, just the fact that they tried to bury this email shows they're guilty.

    I mean seriously - was I the only one to receive this forward 8 years ago? And did anyone take it seriously? I sure hope the current administration takes note that NO HUMOR IS ALLOWED! Any thing you say will be recorded and will be used against you, regardless of if it was a joke or not... and regardless of if it's one of the most common forwarded emails of the year.

    The funniest aspect of this, is that if Al Gore had been allowed to assume the Presidency on January 20, 2001 (which would have happened if the law had been followed faithfully by the Supreme Court) Bin Laden might never have gotten the chance to take down the WTC.

    Newsweek and Tme both reported in 2002 that Gore worked with Clinton during 1999 and 2000 on a followup to a failed 1998 air attack on Bin Laden's Afghan headquarters. It was supposed to happen in the spring or early summer 0f 2001. The plan was handed off to Bush when the Supreme Court awarded him the White House in December 2000--and promptly shoved in a desk drawer by Condi Rice. After 9/11 they dusted it off and it became the basis of the Afghan incursion that's still going on today. But if Gore had been there to do it weeks or months before the WTC and Pentagon attacks, in all likelihood 9/11 would never have happened. And there would have been no Iraq war either. Thousands of American lives at home and abroad would not have been lost due to Bush's neglect and malfeasance--he never would have gotten the chance to do the wrong he did.

    That's the REAL record.

    100 % on the money. A quick google of Richard Clarke memo leads you to the National Security Archives and shows a whole host of documents given to the Bush Admin that were essentially put in the shredder. And that is just the declassified stuff. The Richard Clarke memo was not released until Condi testified. She clearly perjured herself on what they knew. And Gary Hart got together with a bunch of people in Congress to try to form a Homeland Security Dept (a real one, not a W one) in response to imminent threats. It was presented to Bush in the spring of 2001. Bush deferred to Cheney and Cheney deferred to "who cares".....but then again as we know Cheney is the master of "deferrments". This was clearly an event that this Admin was WELL aware would happen.

    I won't respond to the name calling emails as they are without merit. A few on here are interested in intelligent debate, and I am always up for that (and will admit when I am wrong). So, rather than type for 3 hours, I do know that some Canadian guy did the best analysis of why the Towers were not brought down by controlled demolition. Most of what is displayed I already knew or suspected as I am in the construction field with an Civil Engineering background. Once again, this video does NOT address the "they looked the other way for some reason" scenario, which I find to be the only credible scenario. I'm sure you all (like myself) have seen and read lots on why the Towers and Bldg 7 were a controlled demo, so if interested in true debate then watch this.

    If you have serious issues, I'd be glad to have civil debate. If you start with "you're an a-hole" I will ignore you. Again, I think the Bush Admin was the worst in history, and they are capable of doing anything "depraved". But they are also the most incompetent in history. If they had planned to take down the Towers......the Towers would still be standing. And do you really think Rummy would be stupid enough to launch a missile at the Pentagon.....when he was in the building? A few more links here, and all civil debate is welcome.

    I will not debate the physics or technicalities of building collapse. There is no point to it. I just want to address one aspect of your comment.

    "the most incompetent in history" - Not so. Their "mistakes" conformed to their ideology. Whether 9/11, Iraq, Katrina, the bailout, or debt...A goal of conservatives for the past 30 years has been the bankrupting of government. Known as "starve the beast" they knew that government programs that the public found to be necessary, such as Social Security, could not be ended directly. So the goal has been to bankrupt them through the fiscakl insolvency of government in general. Starting with Reagan the goal has been to produce deficits so large that they required the dismantling of social programs. This has been stated by leading conservatives but completely ignored in the media - which enables the very people who create the debt to campaign on reducing it by the destruction of social programs. Convenient incompetence.

    Economic collapse/bailout: The bush administration deliberately prevented all 50 states attorneys general from enforcing state law to prevent the massive amount of unstable predatory home loans. The result was a massive amount of money disappearing into the coffers of the same people who caused the problem in the first place. With the tremendous loss of tax money, they are able to put forward the need for cuts to social programs due to debt. Same show over and over again. Convenient incompetence.

    Katrina: It was stated goal, and done in practice in Chile, Russia, Iraq,etc., that destruction enables a "clean state" (see The Shock Doctrine by Naomi Klein) where desired policies can be enacted. And they were in NO after Katrina - such as education reform (private school vouchers - which is another destructive "incompetence" ploy). It was even openly stated that "God did what we couldn't" in regard to removing poor minorities from the area. Convenient incompetence.

    Iraq: Gosh, bad intelligence. (Not so, of course, that is just the excuse) Convenient incompetence.

    9/11: The Cold War was over. The US, having established itself as the sole superpower with an imperial reach, has an economy and social system based largely on the fighting of and producing for warfare. The end of a massive decades-long conflict which was involved in every aspect of the government, wealth production, and energy control was over, with nothing to replace it. No more need for massive military spending which was equal to the rest of the world combined, with all of the political patronage that comes with it. Long standing establishments of power would have to adapt or die. "Change", having been a slogun of every politician, save the incumbant, ever, yet never quite achieved, is simply not something that long standing establishments of power are willing to have happen.

    PNAC had a plan that could not be put into action unless there was a "new Pearl Harbor". 9/11 happened. Their plan was put into action. Those are indisputable facts. Considering an established pattern of "mistakes" and "errors" that goes on for decades, joined with a established system of power that was facing its demise if there was not a new, worldwide and decades long conflict - convenient incompetence? There is massive, shared motive for such "incompetence".

    Agreed on some stuff (Attorney firings, etc.), but I don't buy that these guys wanted Iraq to go sour. They were clearly clueless militarily. It went so bad that if they were not able to steal OH, they would have lost in 2004. No way they wanted it that close. The Pentagon plans that were released showed they expected to have about 6,000 troops in Iraq by 2006, and the plan was to take Iran and sweep the Middle East. They thought they were playing a board game. These people were detached from reality (Perle challenging Zinni, etc.). Not a clue about simple things like "logistics". Even Bush senior said Cheney had lost his mind. As to the PNAC Pearl harbor, agreed. That is why they looked the other way. But again, there is zero credibility to the controlled demo theory. But also, you are right, "incompetent" might not have been the right word for all they did. They were very skilled at propaganda and destroying the working class. Another thing that did not go their way was the "crash". They were praying it would not hit until after the election. Woops.........

    I'm not saying they have never been incompetent. What you say about the execution of the war on Iraq is absolutely correct. They were completely incompetent in the post-war period. But they got their war. We are, and will remain, in Iraq. The Iraqi economy now adheres to "free market" ideology. Iraq continues to trade oil in dollars. The Iraqis oil has been privatized and is in the hands of oil companies. Iraq is now a base from which the US may expand control over the Middle East. All stated goals. All accomplished.

    They got their war. In defiance of fact and basic public desire to avoid war in general and against wars on those who pose no threat in particular. The "Mission Accomplished" was invading Iraq. It was a success. Massive military spending, literally billions in cash on pallets disappearing into thin air, more debt requiring spending cuts for everything save the military - which, in adhering to the stated pre-9/11 goals of PNAC, increases. Could it have gone smoother for them? Sure. But messy is what you get when you value strict ideology and single-minded devotion (Reagan's 11th commandment, for instance) over opening the application process for the most qualified (see Miers, Harriet, SCOTUS nomination) or keeping positions controlling institutions you philosophically oppose for simple patronage, being unconcerned with, or even opposed to, any success (see DOJ, civil rights division; FDA; EPA, etc. ).

    There are advantages in operating in such a way for people who promote the idea that government is a dysfunctional freedom crushing beast. They campaign on it, then prove it once elected. If they were competent, like the pro-American Republicans of the past, it would work against their propaganda campaign and a large component of the driving force behind them. They win regardless of the results fo their actions - incompetent or not.

    The "crash", like other imperfect results, is simply a momentary bump that is quickly forgotten in the minds of the electorate and any responsibility rightly placed at the feet of conservative economic philosophy will not only vanish, but be honestly backed as a solution by both political operative and members of the public alike, as it is now.

    The crash was not a momentary bump as far as the election. McCain/Palin were dong quite well before the crash. Without the crash "white trash" American may have voted McCain in.

    As to other thing, agreed. The gutted the Justice Dept and installed religious nuts, made a mockery of the SCOTUS, got their military budgets, Cheney paid back Halliburton for his stock scam, etc. Agreed 100%.

    But again, there not one Structural Engineer or Demolition Expert who agrees that WTC was controlled demo. And as a person in the field of construction, I can tell you that those buildings reacted EXACTLY they way they should have to the plane hit and subsequent fire. The Towers were well known as a fire trap. Remember, the Port Authority and the MTA are not subject to NYC Codes. They can do whatever they want, including design and build a "fire trap". I did construction work at Grand Central, and the MTA in many cases had codes that were completely different from NYC Codes (emergency lighting circuits as one example).

    Also, think of the logistics. You would need hundreds of explosives planted. Maintenance people were in and out of ceilings constantly in WTC. All you would need is one person to find something and your cover is blown. It is impossible to conceive that could be done. Plus, EVEN IF IT WAS, the building clearly collapses from the top down, not from the bottom as is the case in EVERY controlled demolition.

    Tenet and the CIA were constantly badgering W and Cheney about impending attacks (they say Tenet went around like his "pants were on fire"). Judith Miller, a friend of Scooter Libby, said in a Vanity Fair interview that it was common knowledge that an attack was coming.

    And they did nothing.......

Divorce, abortion and homosexuality are suppressed and the state is represented as the ultimate guardian of the family institution.

    6. Controlled Mass Media - Sometimes to media is directly controlled by the government, but in other cases, the media is indirectly controlled by government regulation, or sympathetic media spokespeople and executives. Censorship, especially in war time, is very common.

    7. Obsession with National Security - Fear is used as a motivational tool by the government over the masses.

    8. Religion and Government are Intertwined - Governments in fascist nations tend to use the most common religion in the nation as a tool to manipulate public opinion. Religious rhetoric and terminology is common from government leaders, even when the major tenets of the religion are diametrically opposed to the government's policies or actions.

    9. Corporate Power is Protected - The industrial and business aristocracy of a fascist nation often are the ones who put the government leaders into power, creating a mutually beneficial business/government relationship and power elite.

    10. Labor Power is Suppressed - Because the organizing power of labor is the only real threat to a fascist government, labor unions are either eliminated entirely, or are severely suppressed.

    11. Disdain for Intellectuals and the Arts - Fascist nations tend to promote and tolerate open hostility to higher education, and academia. It is not uncommon for professors and other academics to be censored or even arrested. Free expression in the arts and letters is openly attacked.

    12. Obsession with Crime and Punishment - Under fascist regimes, the police are given almost limitless power to enforce laws. The people are often willing to overlook police abuses and even forego civil liberties in the name of patriotism. There is often a national police force with virtually unlimited power in fascist nations.

    13. Rampant Cronyism and Corruption - Fascist regimes almost always are governed by groups of friends and associates who appoint each other to government positions and use governmental power and authority to protect their friends from accountability. It is not uncommon in fascist regimes for national resources and even treasures to be appropriated or even outright stolen by government leaders.

    14. Fraudulent Elections - Sometimes elections in fascist nations are a complete sham. Other times elections are manipulated by smear campaigns against or even assassination of opposition candidates, use of legislation to control voting numbers or political district boundaries, and manipulation of the media. Fascist nations also typically use their judiciaries to manipulate or control elections.

    Here is a bridge overpass in Oakland that collapsed from a fire. The fire was outside and still got plenty strong to weaken the steel and collapse the bridge. It does not take a lot of heat to weaken steel. Note that the columns are still intact as they are concrete, but the beams holding the concrete deck failed. Now remember the columns in WTC were not encased in concrete. Additionally, the force of the jet blew most of the fireproofing off the WTC steel at the impact points. The fireproofing was only rated for 1 hour, and that was removed. I do know that for the first few floors of the first tower built they were using asbestos (a much better product than standard fireproofing), but that was banned during construction. Also, most buildings in NYC use lightweight concrete in their slabs. Back then it did not exist. The weight of those slabs when the steel weakened was huge, and from there any engineer knows it is "pancake" time. The reason you do not see a lot of concrete rubble at the bottom is that it was covered in the slower falling material that had turned to dust (sheetock, ceiling tiles, sound batts, paper, modular partitions, etc.).

But it was a concrete superstructure., All columns were encased in concrete as opposed to metal studs and sheetrock at WTC. The difference is like night and day. Windsor could have burned for weeks without collapsing However, there was one part of Windsor that was steel framed without concrete. It collapsed. These were entirely different structures, and should not be compared.
