Key among the proposals are rules that would allow the current undocumented population to stay in the United States, provided they take a number of steps like learning English and paying back taxes, according to published reports.

"The hope is that when we get into the first part of 2010, that we will see legislation begin to move," Napolitano said, according to The Los Angeles Times.

"An immigration reform bill that includes citizenship for undocumented immigrants is expected to be filed in the House as early as next month by Rep. Luis Gutierrez, D-Ill. Sen. Chuck Schumer, D-N.Y., said he will file a bill in the Senate early next year," The San Antonio Express-News. "He favors a citizenship plan, but also wants increased border security measures."

Napolitano made the announcement during a Friday speech to the Center for American Progress, a liberal think tank.

Under the administration's proposed rules, in order to become a citizen an undocumented person must register with the government, undergo a criminal background check, pay all back taxes and fees and learn to speak English.

The Homeland Security secretary called the process a "tough path" to becoming a U.S. citizen, but credited it as a system of immigration "that works." She added that President Obama had personally asked her to take point on this issue.

"[In] order to have fully effective law enforcement, we need Congress to create the legal foundation for bringing the millions of illegal immigrants in this country out of the shadows, require them to register and pay all taxes they owe, and enforce the penalties that they will have to pay as part of earning legal status," Napolitano added. "Let me emphasize this: we will never have fully effective law enforcement or national security as long as so many millions remain in the shadows."

The undocumented immigrant community is roughly 10 million strong in the United States, the Pew Hispanic Center estimates [PDF link]. The study found that while a vast majority of immigration from Mexico is illegal, Mexicans make up just 57 percent of the total undocumented population. Pew also noted that some 1.7 million of that population are under the age of 18.

    Hopefully E-Verify will become a nationwide vetting system to remove illegal workers from your office or from your factory? It has shown its efficiency, because the open border organizations have moved heaven and earth to smash it? Now it is firmly entrenched in every American workers mind, that it can save their jobs. Even Sen.Harry Reid, who tried to table E-Verify failed miserably and now, is funded for another 3 years. This gives reputable politicians time to make E-Verification mandatory as it’s been evaluated as a good immigration enforcement instrument and it could be introduced for other purposes. As a national legal people's identifier and combined with other data bases, it usages could be essential to recognize fraudulent drivers license, auto registration. Child support, health care and many other verifications of individual who think they are safe from government. But its main restrictions will to terminate foreign nationals appropriating US workers jobs.

    In the future this data base could be established at airport terminals for departures and arrivals. It will be an ongoing fight against the opponents such as US chamber of Commerce, ACLU, Council of Foreign Relations, business organizations, agriculture and other groups. It is certain to be a bargaining chip in shoving through another Comprehensive Immigration Reform package, that will devastate America. An overflow of poor, uneducated humanity, looking for free health care will start pouring into our nation. Around the world rumors are already flying that if you slip across the sieve of a border, you can get work as low income and get all your taxes back by lying on the tax form. Tax credits for non-existent supported children is an industry, that costs the US taxpayer billions a year. If Napolitano thinks that --ALL--Democrats will accept another trillion dollar budget deficit, cause by a new BLANKET AMNESTY. That bridge is still available in Brooklyn..? Very few Republicans will accept another AMNESTY? Not too much chance from Independents. Nor will legal immigrants or ethnic Americans who were born here, fought in four wars. Even people from South of the border are very reticent of allowing more people in, when there is 15 million unemployed. It means millions of low skilled workers would feel the crunch first, as already illegal immigrants who take their wages under the table, especially in Sanctuary States and undermine US labor?

    I know quite a few Democrats who signed onto the Obama Presidency that will fight against any travesty called Comprehensive Immigration Reform? The one in 1986 was a complete disaster and unable to handle the sudden in surge of millions of more destitute people, thinking they were going to collect welfare? The doors to America are wide open, but nobody in their right mind is going to accept the first surge of 2-3 million coming from the South when they hear Lady Napolitano proclaiming a new AMNESTY? Those who believe in America’s survival, without OVERPOPULATION as stated by the US Census bureau better read facts, not the lies at NUMBERSUSA. Those who want details of corruption in WASHINGTON and state government go to JUDICIAL WATCH. Overpopulation, traffic hell should go to CAPSWEB.     no, No, NO!!! In fact, H*LL NO! They talk about these cheaters 'earning' citizenship! HOGWASH! Unless they are required to follow the same rules as everyone else, it's amnesty, plain and simple. Read an article the other day that said we were turning away REFUGEE'S because they had run away from death-squads and armed militias without first gathering up their documentation! And yet our government is suggesting that we accept people who are PROVEN to be liars, and cheats, and scofflaw criminals! H*LL NO! And as a sop they suggest that all those criminals need to do is learn english and pay a few taxes?! REALLY? That's IT?

    Pay back-taxes? Uh-huh. Well how'd they get that job they're paying taxes on? Forged social security card? Are we going to amnesty THAT crime? How about the OTHER crimes, like document fraud, wage and employment fraud? Credit fraud? Identity theft? Yeah, but ignoring THOSE crimes isn't "amnesty" according to the open-borders crowd.

    Are we going to have a two-tiered (or three tiered) legal system now? Laws that American citizens and legal immigrants have to follow and illegals don't? Rules and requirements for legal immigrants but a simple wink-and-nudge amnesty for those who ignore the rules and cheat the system?!

    So much for 'all men are created equal'! So much for a nation of LAWS.

Must we forever take the surplus population of every Third World country?     I believe that the only way healthcare reform will be successful is if we legalize everyone in this country and close the gates. Otherwise, we will have people complaining, and rightly so, that the illegals are getting free healthcare. Plus, we need them to pay their social security taxes, also. I do not think that after they are legal, the borders should stay open. That would be an affront to the American people.

    I think it's reasonable. We need their tax revenues. How do you make sure they learn English? Who tests their proficiency? Where? When do they become eligible to become citizens?
    What if they have been paying taxes, but are STILL bad at English?
    There should be a Spanish Ad campaign aimed at this community. They can only expect the lowest of the low if they continue speaking Spanish and only Spanish in the US. It's a dead end.
    I'm of Latino heritage and would learn Spanish if I had to move to a Spanish speaking country. They should open an English book, watch our TV, and get on the good foot and learn how to live here or leave.
    I was in Vegas last night and watched a Mexican/Central American man who probably worked at a casino and leaving work, get asked by a German man how to get somewhere. The Latino guy could not speak a word of English. He tried but it was useless. The German man walked away muttering his frustration. I wondered if it occurred to him if it might be a good idea to try to learn English? How do you make people learn our language?

    First, we need to kick out all the illegals. Secondly, we need to change the citizenship rules so that you're only a citizen if your alien parents were here LEGALLY. That way we don't have a 1 month old citizen with illegal parents.

    Next we need to stop importing technical and medical people. Something like 60,000 special visas get issued each year to bring "special" people in. That's 60,000 jobs that could have gone to Americans of any heritage.

    As an Obama supporter and campaigner, a 50's life long liberal all I can say regarding this topic is that Obama and I will part company on this issue. I am not for amnesty of any sort except that if the illegal aliens have to get "in the back of the line" that the actual "back of the line" is in their native country. What I want for this country is the full adoption of Mexico's own immigration laws. Talk about your double standards!!

    The reason undocumented workers can suppress wages overall is because they desperately take whatever they're given. Let them come out of the shadows and unionize. That would raise the pay on these jobs and make them competitive for all Americans. It's not possible to round up 10 million people and just ship them home. So give them the tool they need to make this situation better for everyone--collective bargaining power.

    The real unemployment rate is 17.5%, there are 47.5 million living in poverty in our country and 47 million without health insurance. I'm not against immigration, but I AM against ILLEGAL immigration and rewarding bad behavior - especially at a time when so many of us are unemployed. I'm tired of the old, "Well the illegals do the jobs Americans don't want to do, and how'd ya like to pay $10 for a head of lettuce?" crap. I'd rather pay $10, than a lifetime of free health care, free schooling, incarceration, and seeing most of their tax free cash going south of the border (that is Mexico's 2nd largest source of income). Estimates put the illegals at at least 20 million, not 10, and a recent international Zogby poll says that Mexicans believe themselves believe that amnesty would prompt more people to enter the U.S. illegally. 56 percent of respondents thought that legalizing the status of illegal immigrants in the U.S. would make it more likely that people they know would go there illegally. It also found that interest in immigrating to the U.S. remains strong, despite the recession, and that 36 percent of Mexicans say they would move north if they could. That percentage represents 39 million people. We cannot afford to take on that many people, and it's time America had a bleeding heart for her OWN citizens.

    Actually, in all seriousness, this could work if some uncomfortable aspects are addressed (they won't be, this is purely theoretical).

    Among them are: build more prisons. More immigration from places with lots of organized crime means importing organized crime. Immigrants granted citizenship who commit violent crime or work for organized crime get their citizenship revoked after serving their sentences. A basic English competency test must be passed, with criminal penalties for falsifying results. Be prepared for the fact that this would create a permanent class of disadvantaged people, who after paying their taxes have so little left over as to be potential recruits for organized crime (or their kids will).

    On the other hand, it would provide a jump in income tax revenue, since an illegal worker can't file a tax return and pay taxes even if he wanted to. I once met a Mexican illegal in California whose L.A. business was perfectly legit, registered with the Chamber of Commerce, paid all taxes, etc., but his presence was not. That kind of thing if stupid, and cases like this guy, whose English was impeccable, are one reason to even consider such a program. As with all such concepts, the theory is fine, but putting it into practice will be a nightmare, not that the current situation is an ideal alternative.

    We can't even have them apply for a drivers license. How are we to track them if we keep them off of the books. I think this is a start. If there is backlash to this then we need to at least document them enough to track them. There are people here that are from everywhere and they need to get on the books somehow. we can't just 'send them back where they come from'. we have to evolve for dog sakes.

    There are tens of millions of Americans who can't find a job, millions of American families going homeless, and this is what the Democrats come up with? I'm sorry but we can't continue to take in the world's poor, share our job market with them, share our tax dollars, get displaced in state colleges by illegal immigrants (currently there are tens of thousands of illegal immigrants attending CA state and UC colleges who caused AMERICAN students to be denied).     We have plenty of unfilled low wage jobs the Americans refuse to take out of their airs of superiority but the Hispanics will, work their butts off, pay taxes & save to improve their kids chances in the future even save enough to get them into college thanks to their parents sweat..     That's their choice. The minimum wage in my state is near $9.00 an hour. My friend, Dave, Works 3 jobs. One Full Time & 2 part time (one is just weekends). Why? So his two kids, the next generation, can go to college & have it better than he & his wife. That's how this nation was built. Values change. in the 1800's children HAD to go to school & learn to play the Piano in much of the country. More homes had Piano's than Bath Tubs. Wives cooked 5 meals a day as the men & perhaps a hired hand worked the farms or Construction.

    Yes, it is similar, except the rules are quite a bit tougher. Reagan's plan did NOT require learning English or paying back taxes.

    This is absurd. The undocumented immigrants that are here should be told to move to their home countries. This statement only encourages millions more to come, flood our schools, emergency rooms, take jobs, take seats in state colleges, take food stamps, etc. Ask them to leave. This is an absurd thing to do while in a recession, with 10 percent unemployment. What a kick in the face to the american worker!

    So if we asked 10 million people to leave what do you think that will do to our economy? Although many believe illegals do not pay taxes, that is far from the truth. They pay taxes using fake SS#' or someone else's but, they do. Also, if we asked them to leave,how many would? To deport them would be costly to the American worker and to round them all up is just not possible.
