WASHINGTON — A House intelligence committee meeting was abruptly terminated when Justice Department officials refused to be sworn in before briefing the lawmakers.

The officials had been expected to brief the committee Wednesday on the department's review of an internal CIA report on the 2001 shootdown of a plane over Peru that was carrying American missionaries. Two of the passengers were killed.

Officials are routinely sworn in before giving testimony at formal congressional hearings, but the meeting was billed as an informal briefing — which normally does not require taking an oath.

Justice Department spokeswoman Tracy Schmaler said Justice employees "have previously briefed committee staff on this matter and were prepared to provide a similar informal briefing to committee members."

"We are unaware of any precedent for Department officials providing informal briefings to be placed under oath," she said.

Rep. Peter Hoekstra, R-Mich., the top Republican on the committee, questioned Wednesday why the Justice officials refused to be sworn in. "Why is Attorney General Eric Holder afraid of having Justice Department employees be required to tell the truth?" Hoekstra said.

Hoekstra said Justice's refusal to brief under oath is part of a "disturbing pattern that has emerged of the Obama administration refusing or finding reasons to refuse to share information with Congress."

Both the House and the Senate intelligence committees have advanced legislation that would require more intelligence disclosures to Congress, though the details of the bills differ. The Obama administration has threatened to veto the House legislation if it is passed.

Hoekstra has raised concerns about the CIA's handling of the Peru incident, saying the classified CIA report identified the names of personnel who misled Congress and obstructed a Justice Department investigation into whether criminal charges should have been filed in the case. The Justice Department in 2005 decided against filing charges.

    I see we can get along better than I thought. I sometimes read sarcasm wrongly which I believe I did in this case. I am more than a little pissed at Obama's people for letting this bunch get away. I guess they don't figure in the fact that if they don't do something that it will become a precedent of fact and they will be able to do it with impunity because it will not be against the law because it was done and no one was charged for a crime

    My feelingd on this subject have not changed with a change in administrations in Washington. All Administrative branch employees should be willing to testify freely and willingly and under oath before congress when ever they are asked/invited/subpoenaed. This is not what is best for DoJ or CIA or POTUS. this is about what is best and just for the country.

    Excuse me! The Obama administration??? Remember it was Bush and Cheney that refused to allow their people to be questioned under oath about cases a lot more serious than this (9/11). Hoekstra himself says that Bush's Justice Department decided against filing charges in this case. It was the Cheney/Bush administration that set records for secrecy that are unmatched in all of recorded history and that refused to inform Congress of anything they were doing.

    Granted the Obama administration isn't exactly being particularly transparent in much of anything, but they are following a well-worn path made by the previous administration. If Hoekstra had been a bit more critical of Bush/Cheney doing a lot worse than Obama, I would take his complaint seriously, but since he supported worse under Bush, I have to laugh at his supposed indignation about Obama's actions.

    The Justice department did the right thing. This was a dirty trick by Hoekstra and he knows it. It'll play like Justice has something to hide, when Justice was just refusing precedent-setting.

    Clearly the DoJ employee knew that they had either done something illegal or were covering up something illegal. My suspicion is that this CIA drug interdiction in Peru effort masks a CIA drug importation scheme. It would not be the first time.
